Jade Emperor seems to have a lot of esoteric powers, and the demons specifically needed that one axe to have a chance of hurting him at all. He might have a shot. Then again, I think Belial is much better off featwise here, having murderstomped his way through the entire civilisation of Ultrapeople, so he probably takes it.
