I've always been fond of Inu Yasha's Naraku, in an absolutely-hate-him kind of way. He's basically what Aizen would be if he was fighting against multiple groups of people strong enough to kill him, didn't have the chance to set up a century of prep, and had a deep and twisted motivation for trolling everyone and everything ever.

David Xanatos from Gargoyles because he just does everything with style

Megatron from Beast Wars because he nearly rewrote history and conquered Cybertron by himself. He is, imho, the best Megatron of Transformers lore, yesssss.

Berg Katse from Gatchaman because he nearly brought the future world to its knees and pretty much infiltrated nearly every major government office and scientific military base with frightening ease. Also, he had a habit of slipping away from Ken the Eagle that frustrated Ken to no end.

Dr. Terminal is just so bitter. I'm hoping to learn a lot more about him in the following volumes of The Umbrella Academy. For now he's only made one short appearance in the first volume (but I expect there to be more of him, and I'm going to guess it'll be in the third volume). His logic is completely wack. He eats everything to keep himself alive, and he holds a wicked grudge. The psychology is there, it's everything you want in a villian. 4279

I'm curious - why Long over Rio and Mele? They were terrific characters.

Rio and Mele were badass as hell, but Long was the true villain behind everything in Gekiranger. That and he's way more of a slimeball.
I did like the fact that Rio and Mele kept pace with the Gekiranger's power ups the whole way through though.

Amon from Legend of Korra because he was an effective propagandist and leader as well as a seriously deadly bender. Seriously, his radio speeches gave Korra and other benders the sweats something fierce. Dude had massive charisma and used that advantage to great effect.

Azula from Avatar The Last Airbender because she was so crazy and evil, even Iroh found no redeeming qualities in her. She was a very smart adversary too, able to exploit any weakness with ruthless efficiency. I loved that she was so arrogant that she actually thought people loved her for her leadership, rather than realizing they only obeyed because they feared for their lives if they told her no.

Dr. Frankenstein and Frankenstein's Monster from the original novel -- they work best as a duo
Most of the Predacons were fantastic villains: as mentioned above, Megatron was an absolutely serious threat, but there was also Tarantulas, Terrorsaur and even Waspinator who proved to be both consistent and interesting threats throughout the series.

Ack, I forgot about video game villains! Sephiroth, very much Sephiroth! He even has an epic song.

I was going to say Xanatos, but the OP mentioned no anti-heroes. Xanatos didn't even make an attempt at cliched villainy until towards the end of the series, and he did form an alliance with Goliath and his clan after his son was born.
