In the United States, I believe so. For everyone else, I'm not so sure. My local store said they'd get Artist's Editions two months after the U.S. release.

It seemed to me in retrospect that those issue 1 scenes were looking from a river. They're all low angle panels, and there's even part of a bridge visible in one.

He is. He's heavily involved in the plot and writing all of Hellboy's dialogue. I'm also pretty sure he's very involved in the design aspects.
