    We know the WSC has some sort of pull over SHIELD, since we saw them oversee Maria Hill's removal from the Directorship of SHIELD back in Standoff. This despite, as you said, SE establishing SHIELD as an American government agency.

    Oh and just for the record, in case like me you were convinced Spencer killed Hydra Bob, apparently Blackout was just some guy named Bob who worked for Hydra (or at least Bob was his Pleasant Hill name or something).

    To be honest I find the claims that Spencer totally blanked that there was already a more famous Bob somewhat suspect, especially as that is why Marvel employ editors, but officially Hydra Bob is not dead.

    Move along, nothing to see here <whistle nervously while tapping foot on the rising edge of a rug, half-hiding a bloody corpse>.

    The status of SHIELD seems to be whatever the story dictates. I don't really have a problem with this, it is a symbol more than a direct analogy. It is best not to try and place it into an organisational structure but instead think of it as a semi autonomous body that has links with the UN and the US and at times is overseen by at least one or the other.
