    Honestly, it's probably more accurate to say that Tony isn't a villain even though he fought Thor (who was trying to get Loki off of Earth, which would likely have prevented the Chitauri invasion), War Machine (who was reacting to Tony behaving in a reckless and self-destructive manner while wearing the most powerful piece of military hardware short of a nuke on the planet), or Captain America (who was trying to keep Tony from murdering his best friend, a heroic POW, for crimes he committed against his will), dragged a minor with little combat experience into a battle between experienced superheros (which resulted in him getting injured) by lying to his legal guardian, or spent decades as an arms dealer whose most destructive products got into the hands of terrorists, and either directly or indirectly created more than a few villains due to PTSD/being an asshole.

    There are usually asterisks involved in each of those situations, and rarely any malice beyond poor judgement, lack of impulse control, and being a troll who had spent his entire life with bodyguards to keep him from getting punched in the face every day.

    He's definitely good for taking out Sandman, as he could likely turn him to glass, but I'm still not sure he could take out Electro. Electro could just take his electric form and avoid him - Ghost Rider wouldn't be able to get hold of him as living electricity to stare into his eyes and his fire probably wouldn't do much to him in that form.

    Not sure he could get to those who can fly and bombard him from above either.

    its not like Pepper at all Harrys armor is almost completely different with completely different weapons.

    He was Peter Parker's best friend for the majority of the franchise who became a tertiary villain in one movie thanks to his mind playing tricks on him. In that very same movie, he became the hero.

    And yes, it was his father's equipment, regardless of the spin put on it.

    He is not being included here as he was never presented as an outright villain.
